Following the release of the Blueprint there has been increasing interest across the APS in approaches to managing human capital and how human capital strategies can be used to develop agency capabilities and enhance performance. This workshop will provide participants with an opportunity to explore the practical implications of implementing a human capital management framework, including how to align human capital and business strategies, link human capital management and capabilities initiatives and measure the results.

It will cover:

  • Latest thinking on human capital capabilities and performance
  • Key findings from a recent 4 year global research study into human capital, capabilities and performance management in the public and private sectors
  • A staged approach to human capital management
  • Implementation considerations
  • Gaining management support and organisational buy-in
  • Integrating existing people/HR strategies and plans
  • Metrics and reporting – combining 'top down' and 'bottom up' approaches

HR metrics/analysis and forecasting are crucial to effective workforce planning (WP) but they are only half of the picture. workforce planning is about what you do with the knowledge you have; what strategies are adopted to address the skills and resource gaps identified. However, rolling out such strategies can be difficult. This workshop will provide you with advice on implementing strategic workforce planning and making a real impact.

It will cover:

  • Moving from metrics to reality – identifying common issues across agencies and the benefits of a common taxonomy and analysis approach
  • Defining what's missing in your agency skill/resource kit bag and strategies that can be utilised to address this
  • How small/medium sized agencies can leverage collaborative efforts to maximise implementation – Industry/portfolio approaches and partnerships, cross jurisdictional collaboration

The APS blueprint for reform recommends that organisations move from 'People Management' to 'Human Capital Management', that is, to a more strategic, business-aligned approach to capability development. To achieve this, it is crucial for HR to be seen as a strategic business partner and for the executives to 'buy-in' to initiatives. This workshop will provide delegates with the opportunity, to hear directly from a leading executive, about what's required to gain this support. It will also draw on the facilitators experience to reflect on the major challenges and obstacles facing leaders and how the public sector can proactively embrace and prepare for the changes.

It will cover:

  • Understanding the executive mindset
  • What HR practitioners need to demonstrate to place initiatives on the agenda and ensure a business-aligned approach to capability development
